A conceptual design framework applied to plan technology transfer offsets

Abstract

This work addresses the use of computational frameworks for aircraft conceptual design in two distinct, yet complementary, applications: (i) for design in its own right; and (ii) as a tool to aid in organizing and managingthe knowledge related to technology transfer offsets on the procurement of military aircraft. The process of of technology is seen from the perspective of how much the recipient country can learn. The study spans the negotiation, where the offsets are defined, to the very process of learning and assimilating the knowledge. The objective is to offer a strategy for Brazil to achieve capability to design and build its own supersonic fighters, using to maximum advantage the sources of information currently at hand. The computational frameworks and the technology transfers are united to achieve this objective. Japan at post-war is presented as example of industrial development anchored on successive transfers of foreign technology. The evolution of computational frameworks for aircraft design, as well as the design philosophy itself, are analysed historically, and the systems engineering approach is identified as the methodology to integrate the computational frameworks to the process of technology transference. The framework proposed features an adaptable (modular) architecture. A CAD environment that is airplane-oriented (OpenVSP) is coupled, via Matlab, to a high-order panel code (Zonair) and to routines for aircraft conceptual design. For future work it is expected the integration of a finite element software (Nastran), of a solver for aeroelasticity (Zaero), and of a flight dynamics module. As final results it is offered: (i) the development plan for the framework in various phases; and (ii) a demonstration on the application of reverse engineering of supersonic fighters as a means to learn by doing.
